Opinion Until an officer has properly identified him-or-herself, there can be no justification for non-compliance with an officer. Verbal identification may not be sufficient; especially with the deaf, etc. Identification must be presented when asked, as there have been too many cases of impersonation; and anyone could claim to be police with the intent of mentally disarming a potential victim.
