Opinion Until a clear threat of intent to harm is shown, police should not assume a person is a threat. Having a hand in a back pocket is not a threat. Reaching for your pocket is not a threat. A person with a gun in their hand and a finger on the trigger is a threat. The gun additionally pointed at someone is more than a threat.
