Many people are unaware that the tiered pricing for gas and electric by Pacific Gas and Electric (PG&E) is a way to charge more for the same thing and put ALL of the profit back into the company.
Many assume the extra charges go towards conservation efforts. They don't. The California Public Utilities Commission has allowed PG&E to abuse it's monopoly and cheat customers for years. No other company has been able to get away with such abuse, and it's amazing a lawsuit wasn't filed years ago. A glaring indication of the amount of power such a large company has over the government and all who would oppose.

In fact, a good parallel would be that if you went to the gas station with a big SUV, you would get charged say $3.00/gal for the first 10 gallons, then $4.00/gal for the next 4 gallons, then $6.00/gal for the next 4, then $9.00/gal for the next 4, and then $12.00/gal for anything after that. Furthermore, someone would keep track of your weekly usage, and make sure you kept paying $12.00/gal until a week has passed. All regardless of whether you worked from your SUV, had 1 kid to drive to soccer, or 4 kids to shuffle around.
